With the continuous development of China's economy and the continuous advancement of the reform of public institutions,the requirements of the management of the institutions gradually increased,the introduction of advanced management concepts and management technology has become the trend of reform and inevitable choice.Based on the actual situation of HNBX,this paper analyzes the existing problems and constructs the performance management system of HNBX by using the theory of KPI.The organizational objectives are decomposed from top to bottom to individual departments and employees.Applicable to the performance management system of the HNBX Authority.This paper first summarizes the theory of performance management and KPI theory,introduces the meaning and function of performance management,and introduces the four methods of performance management in China at present.In addition to KPI theory,it also includes balanced scorecard theory,Management law,360 degree assessment method.In the process of analyzing the status quo of the performance management of the HNBX Authority,it has found that there are many problems in the process of analyzing the performance management of the HNBX Authority,including the fact that the management committee has confused the concept of performance appraisal and performance management.The performance appraisal results do not have the incentive effect.There is a lack of communication between employees and leaders.In order to solve the above problems and combine the actual situation of the Authority,a set of performance management system based on KPI is established.The system involves three dimensions: service development,financial resource management and employee growth.Through the brainstorming method and fish bone map analysis method to HNBX Authority to select key indicators,and through the distribution of the questionnaire to the staff approach combined with the Analytic Hierarchy Process,the organization level,the administration departments,staff level indicators were confirmed their weights.Finally,this paper were set the weight of the indicators and the 2016 annual work combined,respectively,the statistics of the department's ranking and personal ranking of staff,according to the ranking of the performance wage coefficient to apply to the distribution of performance pay among.At the same time,the HNBX Authority's performance management system to build a variety of safeguards,including the Authority should strengthen the management of the attention,from top to bottom to drive their employees and get their support,should strengthen the supervision of performance management,Regardless of life or work managers and employees to maintain good communication,and do a good job of performance appraisal feedback work.This paper,through the combination of theory and practice,hopes to provide some reference value for HNBX management in the construction of performance management system.
