A Study On Improving The Work For The Demobilized Military Cadre Against A New Round Of Disarmament

For long time,much more importance is attached to transfer the demobilized military cadre to civilian work by the party and our government,as it is related to national stability.In 2001,Temporary Regulation of the Placement of Demobilized Military Cadre is enacted.Nowadays,it cannot meet the needs of social and economic development and the reform of military system and organizational structure.Against the background of a new round of disarmament,it is an imperative to reform current placement policy to conduct the work of transferring military cadre to civilian favorably.This thesis applies the method of literature study,comparative analysis,questionnaire survey etc.,and the theory of public policy,to analyze the dilemma of demobilized military cadre placement.It reveals the manifestation and cause of the phenomena of the so called governance failure,and discusses the new situations and problems faced with the demobilized military cadre placement in the context of disarmament.Then,this thesis provides some feasible suggestions to reform the placement system for the demobilized military cadre,given our national situation and military conditions,and combined with the advanced experience from foreign anned forces.One is to further enhance the awareness of the importance of resettlement,two is the fur-ther innovation of resettlement mode,three is to further develop the resettlement regulations,tour is to further improve the social security system,the five is to further broaden the channels of occupation skill training of demobilized army cadres.
