Research On The Current Situation And Countermeasures Of The Legal Literacy Of Leading Cadres Under The Vision Of The Rule Of Law

Since the reform and opening up,the concept of the legal system has been deeply rooted in the hearts of the people,governing the country by law and building a socialist country under the rule of law has become the basic strategy of our country.In the eighteenth National Congress of the Communist Party of China,the report clearly put forward to promote law-based governance of the country in an all-around way.The fourth plenary session of the 18th Central Committee of the Communist Party of China approved the Resolution of the CPC Central Committee on Certain Major Issues Concerning Comprehensively Advancing the Law-Based Governance of China Communiquee clearly put forward that ruling the country by law is a inevitable requirement to comprehensively advance the law-based governance of the country in order to finish building a moderately prosperous society in all respects,realize the Chinese Dream of the great rejuvenation of the Chinese nation,comprehensively deepen reform,improve and develop socialism with Chinese characteristics,and improve the Party's capacity for and adeptness at governance While in the process of promoting law-based governance of the country in an all-around way,leading cadres are the key to a few people.The level of legal literacy of leading cadres determines the level of the rule of law.Therefore,improving the legal quality of leading cadres has become the new standard and new requirements for leading cadres' ruling ability in the new era.First of all,introduces the importance of leading cadres' legal literacy under the perspective of the overall rule of law.This part is the basis of the paper,mainly elaborates the concept and constitution of the legal literacy?the background and requirements of the overall rule of law and the important significance of cultivating legal literacy of leading cadres.Secondly,discusses the current situation of the legal literacy of leading cadres.This part is based on the questionnaire,through the integration of survey data analysis,reveals the leading cadres achieving the effectiveness and existing problems in the legal knowledge,legal thinking mode,law faith and the practice of rule of law.Thirdly,expounds the outstanding performance and the reason of legal literacy problem of leading cadres.Problem performance is discussed in detail from three points:the "law and discipline" case,"the power is greater than the law" and the law enforcement credibility.Analysis of the causes is elaborated from four aspects:the "rule of man" ideology,legalsystem,supervision mechanism of law enforcement and mode of education.Finally,discusses the methods of improving the legal quality of leading cadres.According to the third part,this part puts forward five countermeasures:to strengthen legal faith,to strengthen the law-abiding consciousness,to strengthen the system construction,to innovate education model,to promote the practice of rule of law.Improving the leading cadre legal literacy is a long-term task.From the current situation,the situation is not optimistic,caused the current situation of the inner reasons,both also have external system environment.The coincidence of these factors,improving the leading cadre quality has certain difficulty.However,it also makes us realizing that the situation,it is imperative to improve the leading cadre quality.
