Township leading cadres are an important part of grassroots leading cadres,a bridge between the state and grassroots people,and the backbone of promoting and building a new socialist countryside.They also play a vital role in maintaining social stability and promoting the development of various social work.Therefore,it is necessary to ensure that the whole contingent of township leading cadres has good quality,improveing the work efficiency and management effectiveness of grassroots leading cadres,and enhance the ability to govern for the people.In recent years,Feicheng City has formed its own ways and methods in strengthening the construction of township cadres and improving the overall quality of cadres by actively learning from the experience of other regions.However,with the rapid development of the national economy,the grassroots work has shown new changes and new characteristics,and the situation is becoming increasingly complex.This puts forward higher standards and requirements for the ability and quality of township leading cadres.In this paper,through the interview method,literature analysis method,questionnaire survey method,descriptive statistics method and other research methods to Feicheng City,the quality of the leading cadres in towns and villages to carry out a broad and in-depth analysis.The following main conclusions and recommendations are obtained through the study:(1)The overall quality of leading cadres in towns and townships in Feicheng is high,which benefits from the following measures taken to improve the quality of leading cadres in towns and townships in Feicheng: First,to strengthen the practical performance of personnel orientation,truly select excellent and strong leading groups in towns and townships.Second,strengthen the training of leading cadres,and strive to build a leading team with high political awareness,strong management ability and high comprehensive quality.Third,we will pay attention to the improvement of the cadre style and strengthen the management of the cadre team.Through these three measures have greatly mobilized the enthusiasm of the township cadres to do business,forming a good situation of work with one heart and one mind.(2)Although the overall quality of leading cadres in towns and townships in Feicheng is high,there are still many problems to be solved: first,the age structure is not scientific,and the reserve of young cadres is not sufficient.Second,the political consciousness level of some township leaders is low,especially the political theory foundation is not solid enough.Third,the cultural quality of some leading cadres in towns and townships needs to be strengthened,and the number of cadres at the higher educational level in the overall cadre contingent is relatively small.Fourth,the ability and accomplishment need to be further improved,which is manifested as the poor innovation consciousness and the lack of overall layout ability.Fifth,part of the township cadres poor physical quality,psychological quality is not good enough.(3)The main reasons for the problems in the overall quality of the township cadres in Feicheng are as follows: First,the township leading cadres do not attach importance to the study of political theory.Second,the education and training mechanism is not sound.Third,the current treatment of leading cadres in towns and villages is low.Fourth,the promotion channels of leading cadres in towns and townships are relatively narrow.Fifth,the lack of scientific and perfect quality evaluation system.Sixth,the lack of effective incentive mechanism.Seventh,the work pressure is big,the work task is heavy(4)Based on the actual situation of Feicheng and the experience of other developed areas,the following suggestions are put forward to improve the quality of leading cadres in towns and townships of Feicheng: First,earnestly enhance the political quality,especially improve the basic theoretical knowledge.Second,we will rationally optimize and adjust the overall structure of the ranks of cadres.Third,we will actively carry out specialized training programs for leading cadres in towns and townships.Fourth,we need to meet high standards in employing people.Fifth,we will establish and improve a scientific and effective evaluation system.Sixth,we will establish and improve the cadre incentive mechanism.Seventh,we will improve the mechanism for leading cadres to supervise,tolerate and correct mistakes,and at the same time we will guide them to abide by discipline and law,we will earnestly support and encourage leading cadres in towns and townships,loosen restrictions and relieve pressure.
