Research On Political Participation Of Oversea Chinese In The Perspective Of Social Capital

Political participation is an objective political behavior that various political roles tend to have some influences on the distribution of political resources by different political measures.And social capital,in term of macro-perspective,is the degree of institution in organizations,whose quantum fluctuates with mutual benefit standard and trust that institute social capital;in term of micro-perspective,is network resources that social agents can take advantage of,whose quantum fluctuates with network position,network location,network scale and network intensity.The reason why this research studies oversea Chinese political participation in the light of social capital is that,the research not only grasps more exactly how different social resources,containing economies,population and culture and alike,influence political behaviors,but also refrains from abstract demonstration of analysis,thus improving the validity of analysis,making the research more realistic and practical.Political participation can be divided to four successive stages: interest expression,interest aggregation,policy making and policy implement.And in different stages,social capital have different influences.As far as interest expression,social capital can broaden the channel of interest expression by means of network position obtaining,network location occupying and network scale amplifying.As far as interest aggregation,social capital can improve the odds of interest aggregation by means of intensifying mutual benefit standard and trust,perfecting social network location and enhancing the intension of asset of social capital;as far as policy making,social capital can enhance the influence of social agents on authority by enhancing network location,enlarging network scale and using media of communication;as far as policy implementation,social capital can enhance the justice and efficacy of policy implementation by defending network position,obtaining network location and intensifying asset of social capital.British Chinese project promoted communication between new Chinese immigrants and former Chinese immigrants,young Chinese and old Chinese and Chinese and government in British by seminar and pedestrianism,intensifying mutual benefit and trust among British Chinese,therefore perfecting structural social capital;intensified Chinese network position in British by voter registration assistance programmes,walking to fund-raising event and campaigns to support young Chinese to attend political elections;intensified contacts between British Chinese and ones locating structural holes and enhanced British Chinese network location by playing a pivotal role in the foundation of multi-party Chinese interest group and Chinese segments in three main political parties in British and inviting socialites of British in chances of Chinese traditional festivals.In future assignments,to enhance interest expression of British Chinese more,British Chinese project can hold commonweal activities,to provide communication chance between British Chinese and other ethnics,enlarge network scale of British Chinese;can consolidate British Chinese position more and enhance network location of British Chinese by holding periodical political lectures and competitions and instituting more Chinese clubs.To enhance interest aggregation of British Chinese,British Chinese Project can unify British Chinese ballots,establish mutual benefit standard,create public section among British Chinese,and promote trust,improving collective action abilities British Chinese.To enhance the influence of British Chinese on policy-making,British Chinese Project can improve total social capital by unifying British Chinese power and cooperating with other ethnics,improve network location by providing survey data to technical specialists,intensify network position of British Chinese by instituting special policy study organization,and take advantages of new media to perfect structural social capital of British Chinese.To enhance efficacy and justice of policy implementation,British Chinese Project can intensify network position of British Chinese by enhancing understanding of British bureaucratic and encouraging British Chinese to supervise government;improve British Chinese network location by supporting more British Chinese to take office in departments of government,bureaucratic,quasi-administration and government enterprises;enhance total social capital of British Chinese community by instituting new Chinese social organizations.
