A Probe Into Construction Of Consultative Democracy In Socialism With Chinese Characteristics

Consultative democracy is an important part of the democratic political system,the development of Chinese socialist consultative democracy is to promote people's democracy to make major decisions of the Communist Party of China premise based on national conditions,mastered deeply the trend of social development.Since the party's eighteenth conference,the construction of socialist consultative democracy with Chinese characteristics has made some gratifying achievements,but there are still many problems need to explore,and the construction of socialist consultative democracy with Chinese characteristics still have a long way to go.Based on Marxist viewpoints and methods,adopting the methods of literature research and interdisciplinary research,and on the basis of summarizing the relevant theories of consultative democracy,this paper preliminarily analyzes the history of China's consultative democracy construction,the present situation,the problems and other aspects.It is helpful to sum up the experiences and lessons better to distinguish the contradiction between primary and secondary part,to provide the basis for the party and the government to improve the decision-making of the consultative democracy system,and to provide the basis for the socialist consultation in our country democratic development.General speaking,the main researching results are as follows:1.China's consultative democratic forms are becoming more and more diverse,and the scope of consultative democracy is expanding.Consultation gradually institutionalized and part of the deliberative democracy at the grass-roots level has a lot of system in the construction of regulations and documents requirements,reflects the deliberative democracy in our country gradually toward the direction of institutionalization.2.The deliberative democracy construction of socialism with Chinese characteristics,displays in: the problem of mass base is not wide,deliberative democracy needs to extend the range of the conditions of deliberative democracy,not the validity of equality,deliberative democracy needs to be improved.It is short for China to develop deliberative democracy socialism with Chinese characteristics.The cause of problem is numerous,and most ordinary people negotiate consciousness is weak.The negotiation concept leading among cadre is not strong,the consultative democracy promotion does not reach the designated position,and related laws and institutions still need to improve.3.Solving the deliberative democracy construction of socialism with Chinese characteristics to focus on the problems of from three aspects,one is to carry out the pertinence of deliberative democracy promotion,strengthen the concept of deliberative democracy and deliberative democracy consciousness.Second,we should strengthen the standardization and institutionalization of the socialist consultative democracy with Chinese characteristics,and improve the oversight system for the consultative democracy with Chinese characteristics.The deliberative democracy in the report of 18 th National Congress of the Communist Party of China sets up new spirit and instructions,but the study of Chinese deliberative democracy construction is not abundant enough,so this study combines the eighteenth big report about the new spirit of socialism with Chinese characteristics research of deliberative democracy construction,which belongs to the perspective innovation.At the same time,the results of the study keep pace with time with innovative conclusion.
