The Practical Research On The Consultative Democracy Of Chinese Characteristic Political Parties

Since the 18 th National Congress of the Communist Party of China,the Party Central Committee have forged ahead with determination to advance the Socialist Deliberative Democracy System.China's Political Consultative Democracy,as the most important part of Socialist Deliberative Democracy System,have ushered in its strategic opportunities.As it is described in the report of the 19 th National Congress of the Communist Party of China,socialist consultative democracy is flourishing and the patriotic united front has been consolidated and developed.At present it is the practical problem for both Communist Party of China and China's Democratic Parties to advance and perfect the system of China's Political Consultative Democracy.China's Political Consultative Democracy is a democratic form in which the Communist Party and all democratic parties,on the premise of the leadership of the Communist Party,consequently reach a consensus on national and local major policies and issues after consultations & interactions by following the principles of freedom,equality,rationality and responsibility,so as to achieve the rationality and legality of political decisions.China's Political Consultative Democracy majorly consists of three elements: the consultative subject,the consultative object,the consultative objectives,with the value-orientation of publicity & affinity to people,the organization structure of dominance & conviviality,the basic principles of equality & inclusiveness.It is based on the theories of Marxism,positive elements of western consultative democracy and Chinese excellent political culture.It has witnessed the historical changes and social practices from the United Front in the war of Resistance Against Japanese Aggression,to the 18 th National Congress of the Communist Party of China.Compared to the political party institutions in the west,it is more advantageous referring to cultural basis,political atmosphere and organizational subject.However,a democratic system can not be accomplished at one stroke.Resulted from the inertial effects of traditional politics,the backwardness of the consultative system,and the imperfectness of supervision and evaluation mechanism,China's Political Consultative Democracy needs to invest more efforts to improve its effectiveness of consultative subject,to optimize its decision-making procedures and to implement its consultative results.As a result,to advance and perfect the practice of China' Political Consultative Democracy,efforts should be made in the following 4 aspects: to establish the value-concept of Party Consultation,to build high-quality consultative subject,to construct well-organized operating mechanism,to forge the systematic guarantee system.Consequently,the path-optimality of China's Political Consultative Democracy can be promoted.To sum up,China's Political Consultative Democracy is a unique democratic pollical form developed by unity and cooperation between the Communist Party and all democratic parties,in the long-term construction of historical revolution.The deep study on it theories and practices will be very significant to the development of China's Democratic Politics.
