| "When the shire and county get governance,the whole land under heaven will be stable ".County economy development is not only an important measure in overall urban and rural development and promoting the urban-rural integration,but also the embodiment of completing the building of a moderately prosperous society.More importantly,county economy development is the essential qualification for maintaining social stability and promoting the stability of the state.We are still facing the unbalance of the development in our country region,especially county economy's slow development,and it must speed up.But for the constraints of institution,county economy development has many difficulties.Due to limited power,county level do not have the jurisdiction for economy and society management and the ability of resource allocation,so they are used to be lack of the driving force and the enthusiasm of development.And with time the long upheld "city governing county" syetem has become an important factor constraining county economic development.Because many resources were assigned to the prefecture-level city to meet needs of specialists,county economy development has been affected seriously.We badly need Management system reform based on the investigation to change the unfavorable situation of county economy development.So genuine changes in the system were gradually put in practice country widely in 2005,to break away from the old system.It is safe to say that the reform on"province governing county" has played an important part in the local government reform in China.As an active participant in the reform,Anhui province has produced fruitful results and gained rich experience through years of exploration and practice.A lot has been done by Anhui province to push through reforms,such as the fiscal institutional reform of "province-governing county" in 2006,Enhancing Jurisdiction and Strengthening County in 2006 and the pilot institutional reform in 2011.Nevertheless,we also should see that,Anhui province started earlier and it's reform has a number of problems inevitably,such as the related system,some deficits in administration system and competitive inter-governments relationships.These have exerted an unfavorable influence on reform and need to be changed.Generally,Anhui province has based on self-characteristics and implemented the change gradually and cautiously,and It is worthy of a further study.In this thesis we concentrate the research on the reform of "province-governing county" of Anhui province,especially reform process,and laid special stress on Susong and Guangde.This thesis makes a comprehensive analysis on Anhui's reform through the ways of interview,empirical case and quantitative analysis.Meanwhile we broadly survey the domestic "province governing county" reforms,and propose some policy suggestions to improve the institutional reform of Anhui province by combining their successful experience with the actual circumstance of Anhui province. |
