Research On The System Reform Of The Province Directly Managed By Heilongjiang Province

From the reform and opening up to the present,the market economy in our country has developed rapidly.Many problems have been exposed for the implementation of the planned economy in the city governing county system,which have seriously hindered the vigorous development of the market economy.In order to promote the development of regional market economy,many provinces,such as Zhejiang and Hainan,began to explore ways to direct the county directly.Many provinces first realize direct management of provinces and counties in terms of finance,and most pilot counties are economically developed counties.Although so far our country has no systematic scheme to reform the county directly under the provincial government,but most provinces have started the pilot reform of the county directly under the jurisdiction of the province,and achieved better results.The reform of the county system directly from the local government into the central vision,and become a new way for the reform of the government's administrative system.The reduction of prefecture level cities effectively reduces administrative costs and avoids repeated waste of administrative resources.The reform of the county directly under the jurisdiction of the province is conducive to balancing urban and rural regional development,and has changed the prefecture level city's attention to the construction of its own urban areas,and the management of its counties(cities)is not in place.With the improvement of the government websites throughout our province,the popularization of e-government and the development of transportation and communication technology,the management level of local governments has been greatly improved.In 2003,Heilongjiang province began to reform the county directly under the jurisdiction of the province.In our province,Suifenhe and Fuyuan(formerly Fuyuan county)were selected as the first pilot counties in the province.Suifenhe and Fuyuan city(formerly Fuyuan county)two cities,is our province and even our country important Russian treaty ports,because of its convenient geographical position,become our province the first pilot areas.From the pilot work of the county directly under the provincial government to the present,the economic development of the two pilot areas has been rapid,and great progress has been made in the economic,social and other aspects,which has fully promoted the development of the surrounding urban and rural areas.But the two pilot areas also achieved certain results in the emergence of a variety of issues,such as municipal resistance,interception of project funds of the city and the pilot area,the pilot area cadre management system is not perfect,and their comprehensive ability and quality to improve and so on.In this paper,the effect of the reform of the county system in Heilongjiang province was analyzed,and the problems in the pilot areas were sorted out.Some suggestions were put forward for deepening the reform of the county system directly under the jurisdiction of the province.The author hopes that these suggestions will provide some suggestions for the comprehensive implementation of the reform of the county system directly under the jurisdiction of the province.
