| China has made great progress in economy,politics,and culture after over 30 years of development.Although the three rural issues have got quiet great progress,there are still many problems especially in grass-root democracy construction,which is lagging behind and does not correspond with the rapid rural economic development.China's rural grass-root democracy construction is the foundation of democratic construction and is a key factor to the development and stability of China.Only when all issues about China's rural grass-root democracy construction are solved can China's rural areas have the chance to break through bottlenecks,expand the development space,farmers can enjoy the fruits of economic development,and then China's rural areas can achieve better development.As a result,to establish and improve China's rural grass-root democracy system could help the economic development in rural areas and help resolve social conflicts;besides,it is helpful for effective management of rural areas and the development of harmonious society.This dissertation is divided into five parts which are as follows: Introduction;The origin and significance of strengthening rural grassroots democracy;Analysis on the rural grass-root democracy construction in Kouzhen;Analysis and reference of typical cases of rural grassroots democracy system construction;Conclusions and recommendations.Chapter 1 analyses the development of China's grass-root democracy construction in China.Combined with China's own actual situation and the domestic literature,the background of China's grass-roots democracy construction is introduced.Chapter 2 talks about the concept and research significance of rural grass-roots democracy.Through the word "democracy",the meanings to study China's rural grass-root democracy construction are proposed: firstly,it meets the requirements of economic and social development;Secondly,it meets the requirements of political civilization construction;Thirdly,it meets the requirements of the rule of law;Also,it meets the requirements of resolving issues concerning agriculture,countryside and farmers.Chapter 3 analyzes the construction of grass-root democracy in Kouzhen.By analyzing the basic situation of grass-root democracy construction in Kouzhen,the following problems can be found: The leadership structure is not perfect and the village committee and the grass-roots party committee have certain contradiction about their responsibilities,so it lacks supervision mechanism;Besides,the legal popularity is low,and people in rural areas have thin legal consciousness;Also,the economic development of subordinate villages exists the extending difference and rural financial management is very confusing;The cultural quality is generally low,and the rural family name is powerful.The discovery of those problems provides a reliable direction for the next step.Chapter 4 analyzes the typical cases of rural grass-roots democracy construction in China,which are “Qingxian County Model”,“Jiaoling County Model”,“Wenling County Model”.Through the deep discussion of these three modes,this paper analyzes the significance of these three modes and provides an effective scheme for solving the problems of the grass-roots democracy construction of Kouzhen.Combined three successful village self-governance models in China,Chapter 5 proposed the following solutions in view of the problems in Kouzhen: First is to determine the relationship between the various departments so that the village leaders could maximize the ability to serve in the village,and establish and improve the supervision mechanism to safeguard the democratic rights of the villagers;Second is to develop the economy in order to improve the systematicness and integrity of rural reform and formulate a road which is suitable for local economic development;Third is to develop cultural construction and fully utilize the instructive function of culture,in order to effectively promote the solution of problems appeared in the construction of China's grass-roots democracy. |
