Research On Performance Evaluation Of Public Policy Implementation In Local Government

After the eighties of the 20 th century new public management thoughts and reinventing government movement,public policy implementation and performance evaluation has become governments around the world perform various functions of the government and engaged in daily public management,to solve all the problems of society and people's livelihood,an important tool to guarantee the public welfare,especially under the macro background of the vigorous development of the service type government and e-government platform and data engineering,local government performance evaluation of public policy has gradually become to improve administrative efficiency,an important means to enhance the credibility of the government.In recent years,the evaluation of the implementation of some representative results are obtained on the theory and practice of local government public policy,but due to the specific domain situation in different region,the construction and development of the eastern and western local government in this area shows a imbalance in the embarrassing situation,but also have some defects and flaws.Different degree based on this,this paper argues that the enhancement of implementation and speed of public policy,how to solve the problem of local government policy implementation performance evaluation framework,how to improve the public policy of local government performance assessment has become the academic and local government attention on how to continue the topic of the times.The public policy of local government performance evaluation as the research object to analyze problems,to solve the problem as the main research approach,focusing on analysis of the current Chinese local government public policy execution performance evaluation work of the crux of the problem and the countermeasures,this paper mainly includes five parts:The first part is mainly about the background,theoretical value and practical significance,domestic and foreign research and practice status,research methods and possible innovation points are described in detail.The second part is mainly based on the existing papers,books and newspapers and other documents related content,for local government public policy implementation performance evaluation related concepts,main features,logical flow,and the theoretical basis of the basic content of independent thinking and detailed explanation.The third part mainly discusses the current situation and the main problems of the performance evaluation of local government public policy implementation in China.The current status of some local governments in some provinces and cities in the implementation of performance evaluation of public policy initiatives and regulatory documents.The main problem generally include: the subject of public policy performance evaluation of cognitive difficulties,area residents and social organization to participate in the degree is not strong,the lack of scientific and unified evaluation index system,evaluation methods and means still need optimization,evaluation results of the application of a value is not obvious,the real disease seriously restricted the performance assessment procedures for the stability and the results of the assessment of the credibility of the local government public policy implementation.The fourth part is mainly based on the existing main problems put forward some more,countermeasures and suggestions for the generally include: efforts to enhance the local government public policy implementation of the personnel performance appraisal value cognition,and constantly enhance the local government public policy execution performance evaluation of external participation enthusiasm,continued to improve the local government public policy implementation performance evaluation index system,continuous improvement of local government public policy execution performance evaluation methods,continue to strengthen local government public policy implementation performance evaluation of the application value,hoping to local government public policy implementation performance evaluation of theoretical research and practical operation to provide some reference.The fifth part is a brief summary of the main points of this paper,the problems encountered in the research process,the future research prospects and the direction of the individual follow-up study.
