The Study Of Problems And Countermeasures Of Performance Evaluation Of Local Government

With the proposal of the performance management，the study of the theory andpractice of performance evaluation rised in western countries. Then, with the promotion ofthe new public management, in the1980s the performance evaluation flourished.Performance evaluation plays an important role in promoting the efficiency and savingcost.In1990s our country mirrored the experience of the western countries in the reformand put the concept and performance management in China. Performance evaluation is akey part of performance management. Influenced by the action of the performancemanagement, our scholars made study on the performance evaluation and probed thepractice then accumulated the theoretical results and practical experience. Now theperformance evaluation is facing a lot of problems. This thesis aims at finding problemsanalyzing problems and putting forward solutions in practice. This thesis uses the methodof document analysis case study and comparative study.This thesis has used the means of document analysis, comparative analysis, empiricalanalysis. First of all, this thesis makes the definition for the performance evaluation an soon, makes a summary of its function and feature, and describes the theoretical basis,second, this thesis takes the Yuhua district in Shi Jiazhuang for a case to describe the fourmain problems that the district is facing with in the performance evaluation and the causeof the problems, third, this thesis describes the performance in U.S.A and Great Britain, inSiming district in Xia Men and Gansu province in which the thesis summarizes theexperience in four aspects that Yuhua district in Shi Jiazhuang can mirror. Finally, from sixangles, this thesis puts forward some countermeasures to promote the performanceevaluation in local governments.
