The Problems And Improved Countermeasures Of Performance Evaluation System In Our Local Government

Recently, local government performance evaluation has attracted the attention of the scholars.Through the research of the evaluation of government performance, the theory system of government performance evaluation is built.At the same time, the practice of local government performance assessment has been evolved. But, because at present, the Chinese government performance evaluation is still in the stage of "trial and error",government performance evaluation is still not perfect in the aspect of performance evaluation criteria, indicator system and so on. According with the decline of government trust from the public, government performance evaluation is imminent. TThis paper use the methods of literature research, norm research anf empirical research to study the current situation of the index system of government performance evaluation, based on the exploration of the performance evaluation of local government and the current values of local government performance evaluation system , a number of problems of performance evaluation system of government have been proposed.,which including, GDP index system, the main indicators of the supremacy is economy; focus only on target, ignoring the mission; Index system showed poor scientific standard choice; performance evaluation index system of local government system has not been formed. Then,in order to solve these indicators system problems, some options have been proposed, including: the establishment of a reasonable value orientation; re-set on the lower level of local government performance evaluation index system; further improve the performance indicator system; establish the protection.of local government performance evaluation index system . The soul of this paper contains two new ideas: government performance evaluation system should have value-oriented and a system to protect .
