By comparing the Princely State,Kingly State,Territorial State and National State,we reveal the facts that different political order has their own characteristics.These Characteristics are also impacting the terrorism under different political orders:the terrorism is the by products of each historical political orders.Since 21 century,Western countries have begun to transform form National State to Market State,consequentially,in terrorism and the anti-terrorism war in 21-century embrace the characteristics of the Market State.This essay will illustrate that the terrorism under 21-century inherited the characteristics of 21 century:the "Market State":out-sourcing,marketization,globalization,high technology and proliferation of weapon of mass destruction.Like al-Qaeda,the terrorist organization has now developed in to a virtual nation.It has higher danger and mass destruction.Consequentially the anti-terrorism war is also changing dramatically comparing to conventional war.For instance,the disappearing of distinction between combatants and civilians,the battlefields have changed from spacious plain to the CBD and town center.What's more the definition of victory of war ahs also changed.Unfortunately,the Iraq War has blindly applied the conventionally strategy to a 21 century new form of war.This strategy leads to the failure of the Iraq War.Thus in order to combat the 21 century terrorism in a more efficient way,the strategy should adapt to the characteristics of 21 century terrorism:protect the civilians,prevention,and judiciary works along with the military methods.
