The Research Of The Hainan Increasing Farmers' Income Policy Under The Background Of Green Rise

Since 1982,the central authorities have issued a number of "First Documents" on the resolution of China's agriculture,rural areas and farmers.The solution of the"Three Rural" issues directly affect the steady development of China's social economy,and the core of the "Three Rural" issues was the problem of farmers' income.The problem of increasing farmers' income must be a major issue related to the social and economic development of our country and the starting point and ultimate goal of agriculture and rural development.And the development and implementation of the policy of increasing farmers' incomes directly affect the enthusiasm of farmers in agricultural production activities,the tax burden of peasants,the demands and guarantees of peasants' interests,and then determined the problem of increasing farmers' income.It was necessary to achieve economic and environmental sustainable development,but also take into account people's quality of life and living standards under the strategy background of "green rise" in Hainan Province.Therefore,the analysis of the development and implementation of the policy of increasing farmers'income in Hainan Province would not only have a significant impact on the socio-economic development of Hainan Province,but also would positively promote the increase of farmers' income in Hainan Province under the background of "green rise".With the background of the green rise in Hainan and the implementation of the policy of farmers' income in Hainan Province as the research object,this paper discussed the impact of the green rise on the increase of farmers ' income and the development of rural society in Hainan Province through the methods of literature research,comparative research and other methods,and the relevant theories of the theory of increasing farmers' income and public policy analysis,and it was also analyzed that the achievements of Hainan on the green rising process and the implementation status of policies to increase farmers' income.Through the study,the paper analyzed the effect of the farmers' income increase policy,the existing problems and the main factors of restricting the implementation of the policy,and put forward some effective measures to improve the farmers' income policy in Hainan Province by comparing the experiences of farmers' policies in Jiangsu,Zhejiang and Guangdong Province in order to provide a theoretical basis for the development of farmers'income policy in Hainan Province.
