Research On The Problems And Countermeasures Of The Government Car Reform In Zipeng Town Of Feixi County

In July 2014,General Office of the Committee Party of China,General Office of the State Council issued the document "guiding opinions on comprehensively promoting the reform of public service vehicles system" and "Reform scheme of the government cars reform system in central and state organs".The central and state organs started the official car reform process firstly,which indicated that China officially opened the curtain of the reform on government cars.By the end of 2016 March,all the administrative department of Feixi county,including all the towns and villages,especially Zipeng town,and senate management unit had finished the government cars reform in accordance with the requirements of the county Party committee and government.This paper takes Zipeng town of Feixi County as an example.It states the process of the government cars reform in Zipeng town and analyzes the important content of the government cars reform program and its official conditions after reform.Then,It highlights the significance of the government cars reform in Zipeng town from the angles of the construction of the Saving government,clean government,service-oriented government,efficiency government.It analyzes the problems and its reason using survey data and interview records,including the issuance of official transport subsidies do not want to use,the issuance of official transport subsidies is not enough,the nature of personnel and vehicle restrictions,the limitations of the actual situation of cadres,the lease of the successful use of social vehicles,supporting systems and infrastructure is not perfect.Finally,it put forward six constructive and operational advices and recommendations based on the study of domestic and foreign exploration and practice.The topic of this paper is from the practical problems of the cadres in the party and government caders.Using investigation listening to the reform of the rural front line township cadres and combined with some current township car reform exploration.This paper deeply analysis the ideological roots and practical reasons of"no government cars no village" after the reform of the government cars.On this basis,it puts forward practical suggestions on how to choose the balance point between the government cars reform and the daily business trip after the reform of the government cars in order to help the township out of the current car dilemma and promote "no government cars more diligent" good work style.
