Case Study On The Reform Of The Administrative Management System Of Renshi Town In Kaijiang County

The third plenary session of the 11 th central committee of the communist party of China(CPC)made a strategic plan for reform and opening up,and launched a new process of rural reform.In particular,some of them have achieved leapfrog development due to obvious location advantages,abundant resources and huge development potential,and have attracted a large number of talents,capital,science and technology and other excellent resources.Compared with the traditional agricultural towns that are basically self-sufficient,such towns have significant advantages in terms of population size,fiscal revenue and industrial development,and even have the same size as small cities or even medium-sized cities.Such towns are called economically developed towns.It can be said that the economically developed town is the leader of the township development and the bridgehead of the township administrative management system reform.Although China has carried out several reforms to the township administrative management system,the past system is still unable to meet the development of economically developed towns,there are also "small horse cart","small feet wear big shoes","can not be seen and managed" and other embarrassing situations.Therefore,it is imperative to explore a scientific and reasonable administrative system of towns around economically developed towns.This paper combines the course,the present situation,trend and existing main problems of administrative management system reform of economically developed towns in China,and takes the reform of administrative management system of Renshi town in Kaijiang county as the breakthrough point.Through the combination of literature analysis,case analysis,field research research methods,this paper analyzes the typicality of the trial cases of administrative system reform in Renshi town,as well as the background,process,practice and initial results of the reform.Based on the theory of flat organization,the theory of new public service and the theory of governance,the paper puts forward three important factors for the reform of the administrative system of Renshi town,including the reform of the operating mechanism of administrative authority,the organizational structure of the grass-roots government,and the grass-roots service system.Further in-depth analysis of the three factors of the reform of the necessity and key,summed up the main experience.In this paper,we will deepen reform of the administrative management system of the economically developed town to from three aspects: one is actively yet prudently proceed with devolution,the increase of endogenous development power,the second is to build new grassroots organization structure,establish a highly efficient and flexible mechanism,the third is to build fair and high quality service system,promote the harmony and stability,at the grass-roots level,so as to construct a set of economically developed town government organizational structure system and institutional system to meet the needs of modern society and economic development.In order to provide practice foundation and reform template for the administration system reform of economically developed towns in western China.
