The Viewpoints About The Service-oriented Government On Research For The Old-age Care Center In Communities Issue About Construction Problems And Countermeasures

With the aging of the population increasingly serious,secure the elderly life become more and more difficult.However,the function of traditional family care is lacking,the problem of institutional pension patterns cropping up frequently,and there are serious imbalance between supply and demand in old-age services.In this condition,the first choice for counties around the world to solve the pension problems is promoting community home endowment.On the current situation of our country,the mode of community home endowment has been initially recognized in large and medium-sized cities after more than ten years of unremitting practice and exploration.How to establish a better service provide model to protect the elderly group access to better quality of life is becoming a public close attention and one of the hot issues of scholars for exploring.At the end of 2013,Beijing Government proposed a great undertaking that building 208 Old-age care centers in 329 streets in three years,which provides a comprehensive operational platform for community home endowment service,and make it impossible for the elderly group to enjoy the high quality and happy elderly life.In this paper,the service-oriented government plays a role in the construction of the old-age pension system in the community.The main research methods are literature,questionnaire,interview,comparative analysis.Through the field visits of The Beijing municipal civil affairs bureau and 20 typical care centers,we learnt about the function and specific results of Beijing government in the construction of old-age care center and the role of the initial operation process.Combined with the experience of foreign mature system construction,this paper analyzes the reasons of the difficulties and problems in the development and construction of the care center,from the three aspects of government guidance and support,community service,social support and recognition.Finally,it makes proposals around service-oriented government from angle of building a comprehensive pension policy and service system,increasing the targeted publicity,guidance and diversified support,and to strengthen the construction of talented personnel,and so on.The thesis wants to seek an effective way to promote the construction of the old-age care centers in Beijing and even the world,so that contributing to the protection of the elderly groups to enjoy high-quality social services for the elderly.
