In2000, China has officially entered in aging society. Since then, Chinese traditional family pension style is facing serious challenges. In2001, the Ministry of Civil Affairs began to implement the "Starlight Program" Welfare Service for Elderly among the National Communities, in the context of the policy, the home-based care services which rely on the community start to be implemented among the country. A decade of practice has proved that it is the best choice for China to choose home-based aging care which integrates the advantages of home-based aging care and social aging care.China’s pension has its specific connotation needs. Community home-based care focuses on family, it takes the service network as the peripheral, and it takes the pension system as the protection of the new pension style. For this reason, it should take the development of community home-based care career as an important part of the urban community development planning, and gradually improve the community home-based care service system, it should encourage the development of a government-oriented, family-centered, non-governmental organizations involved in the operation of the market for the protection community home care service. Author believes that the current pension support should be derived from society:the main source of income should rely on social insurance like pension insurance, medical insurance and government-issued older subsidies; life care and medical care should mainly from social (combined paid with unpaid); mental care is mainly come from family and society. Only in this way can Chinese pension dilemma be solved gradually.Shengjing Tower community is one of the early communities which implementing home care service in Nanchang. This research takes the Shengjin Tower community for example, and does a case investigation of the elderly population of the community. It analysis the community home care service needs and its present operating condition, then summarize the difficulties and constraints community home-based aging care services are facing, and put forward some feasible suggestions.
