Taking PX Event As An Example

With the deformation and opening continuous improvement in China,economic level is keeping increasely,and meantime many areas selected to build high risk of PX project in order to gain huge economic benefit and caused environmental group events.This article starts with typical PX events,starting with the perspective of public crisis,using literature analysis,case analysis,comparative analysis and other research methods,and keeping exploration and survey before,in process and after occurrence of the difference stages on the environmental group events governance,found the problem is:the main problems came from warning aspect before the environmental group events occurred,it includes enterprises and government environment awareness is not strong enough,lacking of events monitoring and science work is not in place:when the environmental group events happened,the main problems are the information processing mode is not reasonable,the government emergency management ability is not enough,and the public listen to the rumors,which lead them distrust the government:after the events occurred,the main problems are environmental assessment and recovery work is not in place,and environmental law is not completed.The causes of the problems are:firstly is the environmental early warning mechanism is not perfect;secondly is the lack of environmental law or is not perfect;the third is the new media of public opinion spread out:the fourth is the mechanism is not perfect in the public participation and decision-making:the fifth is benefit conflict between economic and environment.Based on this to provide relative strategy:first of all,before the environmental group events occurs,we need to create or improve the early environmental warning mechanism;in the environment group events,we need to guide the public mood,unified the tone of public opinion,building information disclosure mechanism to ensure people’s right to be realized in participation and decision making;after the environmental group events occurred,we should do some relative remedial work and devaluation,establish and improve laws and regulations,effectively change in the mode of economic development.We hope that this can provide useful theoretical analysis and strategic suggestions for the effective treatment of environmental group events,and also we hope it can promote the healthy and stable development of the society.
