Research On The Regulation Of Internet Terrorism In International Law

Cyber terrorism crime is a new development mode of terrorism crime in the Internet age,and it is the combination of terrorism and network.This crime combines the characteristics of the Internet while retaining the characteristics of terrorism,this secretive and cheap way of creating terrorist attacks causes serious consequences.Because of its rapid development momentum,there are no international documents related to how to rule and regulate it,only the regional organization and some countries have legislation about it at present,but for regulating the network crime of international terrorism is not enough.This has caused the network terrorism crime a kind of flood tendency at present.As a form of terrorism crime,this kind of crime has a far-reaching influence in the world,and it has some obstacles to the implementation of the international anti-terrorism policy.Therefore,it is necessary to regulate cyber terrorism crime by international law.First of all I analysis the blinds of international network and I think blind spots exist not only in the definition of cyber terrorism crime,and the lack of regulation of this kind of crime;because these blind spots exist,making the network crime of terrorism currently showing a trend of the spread of the regional.Organizations and countries are actively through legislation to regulate it,provide a realistic basis to the international regulations of this kind of crime.Finally,the author put forward how to use the international regulations to rule this kind of crime,mainly with reference to international terrorism crime related legislation and combining with regional organizations and national legislation,to make a reach the International Convention for the suppression of terrorist network crime purpose of the Convention,including but not limited to the Internet terrorism crime definition,jurisdiction,contracting obligation and responsibility of the subject of crime;at the same time,the world should also strengthen the international judicial cooperation,and actively promote the extradition agreement and cooperation judicial procedure and technical assistance,striving for reducing the harm of the international network terrorism crime.
