Research On International Cooperation On Anti-terrorism In Cyberspace

The generation and spread of Cyber-terrorism appeared with the development of era of network.The revolution in information technology not only brings new experience to the world and to people's life,but also provides a more hidden and convenient opportunity to the activity mode of terrorism.The appearance of Cyber-terrorism becomes a big problem of network development in the world.How to balance the relationship between network development and fighting against Cyber-terrorism is a big issue faced by the whole world.Terrorism implements new terrorist activities with adoption of network,which threatens national security,social stability and people's interests seriously.This kind of Cyber-terrorism activity with distinctive transnational nature relates to the order of the whole international society and brings risks to the safety of cyberspace with rapid development.International society is devoted to finding the best method to prevent and punish Cyber-terrorism crime.There is no doubt that international cooperation is the optimal choice for each country.On the basis of fully respecting national network sovereignty,cooperation and communications among countries in legislation,law enforcement and justice have been made.The world's greatest power can be collect to fight against Cyber-terrorism by making mutually beneficial division of network anti-terrorism and making each country participate in international cooperation action actively under the coordination of the United Nations.Through the summarization of the definitions of Cyber-terrorism by scholars in various countries,the thesis sums up the concept and characteristics of Cyber-terrorism.Based on the comprehensive analysis of anti Cyber-terrorism achievements and deficiencies in current international society,it explores the existing problems in international cooperation of anti-terrorism in cyberspace.In order to fight against Cyber-terrorism,the thesis provides a proper way for each country to cooperate and develop to govern cyberspace from the perspective of international cooperation.As for the specific management measures,they take United Nations Charter as basic principle and international cooperation as a tool,and propose the realization approach of fighting against Cyber-terrorism from the perspective of the perfection of legislation,the strengthening of law enforcement,the defending of sovereignty,the display of international cooperation and the strengthening of scientific and technological cooperation.Meanwhile,thethesis also propose some suggestion on China's strengthening of international cooperation and fighting against Cyber-terrorism in consideration of China's legislation and relevant activities of anti-terrorism in cyberspace in recent years.
