Studies On International Cooperation Mechanism Of Anti-terrorism Law Enforcement

After the "9.11" terrorist attacks,terrorism has more and more seriously impacts on the world structure,which also seriously affected peace and stability of international communities.In the meantime,terrorism appeared with diversity,complexity and networking during its development,which made every country can not keep themselves out.Therefore,international community has begun to recognize importance of anti-terrorism law enforcement cooperation.China also faces the same threat from terrorism,so,it is an inevitable choice for China to insist to attend in this cooperation.Taking international cooperation mechanism in anti-terrorism law enforcement as the research object,this thesis based on necessity of law enforcement cooperation,combined with analysis on situation and related problems of current international cooperation mechanism in anti-terrorism law enforcement.This kind of study contributes to improvement of this international cooperation mechanism between international communities and domestic legislation,and increases the enthusiasm of taking part in this cooperation.Besides introduction and conclusion,this thesis consists of four parts as followings:Firstly,this thesis analyzed necessity of international cooperation in anti-terrorism law enforcement.It based on dangers of terrorism and combined with desires for peaces from the international communities and the reality of low-efficiency in works of single country against terrorism,so as to highlight the necessity of ensuring network security.Secondly,this thesis analyzed current situation of international cooperation mechanism in anti-terrorism law enforcement from three aspects,which are establishment of related legal mechanism,establishment of relevant cooperative institution,measures and effects of specific enforcements.It found that there is huge achievements created during this cooperation,which not only provide legal foundations for further cooperation in anti-terrorism law enforcement but also build numerous cooperation platforms.Later,based on the above research on anti-terrorism law enforcement,it found that it has certain achievements but also has many problems during the processes of legislation and law enforcement.For example,in the field of legislation,it was lack of a complete and unified antiterrorism legislation documents and had controversial issues in definitions of terrorism.In the field of law enforcement,it is had poor enforcement with difficulties to solve problems of extradition,etc.Finally,according to current situation of terrorism,on the basis of international cooperation in anti-terrorism law enforcement,China,as the biggest developing country,should make it clear that it is very important to participate in this cooperation and should take active responsibilities as a big country to improve domestic anti-terrorism law and work as participants,advocates and builders in this cooperation.At the same time,in view of the various problems arising from this cooperation,China insists on actively participating in anti-terrorism cooperation led by the United Nation to strengthen consultations and exchanges between countries,to solve problems and reach a consensus and deepen cooperation in international antiterrorism law enforcement.
