In short, the definition of Deliberative Democracy is that citizens Participate in public decisions and political life through free and equal dialogue, discussion and review. It has a variety of dimensions including form of government, form of decision-making and form of governance, it also has a variety of values including improving the quality of legislation and decision-making,promoting legal decisions and Cultivating the citizen spirit, etc.Although the theory of “Deliberative Democracy” is derived from the west, but it is deeply rooted in the Chinese traditional economic, political, cultural and social conditions. The definition of “Deliberative Democracy with Chinese characteristics” is that people consult with each other sufficiently before making important decisions, and agree on common issues as far as possible.Different from the western Deliberative Democracy, It has many characteristics such as practicality, universality of participation, diversity of practice form, etc. The Deliberative Democracy with Chinese characteristics is based on democratic theory of Marxism-Leninism and Chinese Marxism, after more than 90 years of exploration and development, Consultative body has become increasingly diversified, Consultative areas has become increasingly expansive, The construction of Deliberative Democracy with Chinese characteristics towards perfection.The Deliberative Democracy in Chinese grass-roots level is the effective practice of Deliberative Democracy with Chinese characteristics. The “seek advise” mode of Maizidian Street,ChaoYang District,Beijing and the Deliberative democracy practice in communities of Zhangjiagang, Suzhou city Jiangsu province are effective attempt of construction of Deliberative Democracy in Chinese grass-roots level. It improves the urban grassroots governance in our country and promotes the harmonious development of society. But it still has many problems, such as Community autonomy is imperfect, Program is not specification, Public participation is not sufficient, multivariate Supervision is not strong and administration is serious, etc.Aiming at the problems and the reasons, I thought over the ways of improving the construction of Deliberative Democracy in Chinese grass-roots level. Firstly, in the theoretical aspect, we should fully understand the characteristics of Deliberative Democracy in China, on the basis of based on China’s national conditions, within the framework of the existing system,gradually promote “body asymmetry” of Deliberative Democracy with Chinese characteristics.Secondly, in the system aspect, we should identify the position of government clearly and regulate the power of the government. This mainly includes the followings: correctly handle the conflict of government administration and community autonomy; improving the system construction of Deliberative Democracy, set up the system guarantee for consultation; promoting the effective connection between democratic election results and Deliberative Democracy; strengthening the subsequent supervision. Last but not the least, in the individual aspect, we should enhance the participating consciousness and the negotiation ability of the resident.Generally speaking, Deliberative Democracy with Chinese characteristics has a guiding significance in developing democracy at the grassroots level and improving community autonomy,it is proved by some practices of regional community autonomy. To be honest, to solve these problems, we should make further explorations in perspective of theory and practice, to make it healthy development along the construction road of democratic political with Chinese characteristics. |
