The Research On Government-led Combination Of Medical And Health Care In The Community-home For The Elderly

In the 21st century,China has rapidly entered the aging society due to the progress of medical technology and the improvement of living conditions,the substantial increase in human life expectancy,and the weakening fertility will of the younger generation.The characteristics of Chinese aging society are large-scale,fast-growth,"old before rich",the economic strength to cope with population problems is relatively weak compared with developed countries.Community-home care was high valued and promoted in some cities as an innovating mode of elderly care to alleviate the "silver crisis" effectively.After developing for several years,we have accumulated many experience,but also found some problems.for example,the single community care services,lacking of professional medical facilities,the imbalance between supply-demand of convenient health and medical care.Especially in the western underdeveloped areas,the perfect community-home care system hasn't yet universal settled in."Elderly will be supported,cared and cured properly" is the most basic needs of human.The combination of medical and health care is the critical and fatal way to improve this system.This thesis is based on the theory of welfare pluralism,social support theory and Maslow's hierarchy of needs.This paper takes Nanning's communities for example,makes use of the field research to understand the present situation of combination of medical and health care in the urban community-home for the elderly in Guangxi,summarizes achievements and problems,in order to suggest that the government should take the primary responsibility,fully play its leading role,make a perfect top-level design and a long-term plan,establish platform for combining medical and health care.In the same time,government should mobilize social forces,revitalize social resources,mobilize multiple subjects to participate in the development of aging career,so that the elderly would be able to get medical and health care service at home or in place.And ultimately take the combination of medical and health care as an effective path to build a sustainable development of the community-home care system.
