In recent years,in order to adapt to the development trend of population aging and achieve the goal of "Healthy China",the government and all parties in society are actively seeking a new way of aging,which has led to the idea of "Combination of Medical and Nursing Care".The combination of medical and nursing care in institutional elderly care has far-reaching significance for the realization of healthy aging,but it is still facing a serious problem of unbalanced development between urban and rural areas.The advanced experience and abundant resources of medical care integration are concentrated in developed areas,while the promotion and application in the grassroots is relatively lagging behind.Therefore,a systematic study on the integration of medical care and health care in economically backward areas will help to promote the integration of medical care and health care by exploring the current situation,the difficulties faced and the government’s responsibilities.This paper takes Pingyi County as an example,and summarizes the background of the development of "integration of medical care and health care" in Pingyi County,analyzes the basic situation of "integration of medical care and health care" in various institutions and the responsibilities of the local government,and through interviews with relevant people,concludes that the government of China promotes "integration of medical care and health care".The main problems of the "integration of medical care" are:first,the government’s functions are not accurately positioned,and there are problems of "overstepping" and "lack of position";second,there is a lack of top-level design and supporting policies;third,the publicity and guidance are not strong enough,and the public awareness is not high.Publicity and guidance is not enough,the public awareness is low;Fourth,the financial support is low,a single source of funding;Fifth,the regulatory standards are backward,the supervision is not enough.This paper combines the interview data and questionnaire data,takes the new public service theory and holistic governance theory as the theoretical basis,draws on the successful practice of "medical care integration" in regions with high economic development level,and puts forward the following suggestions:First,properly deal with the relationship between government,market and society,optimize the positioning of government functions,enhance the market Second,improve the responsibility of policy protection,strengthen the top-level design,improve the supporting policy support;Third,strengthen the responsibility of publicity and guidance,increase publicity to expand the acceptance of "medical and nursing care" institutions,strengthen public opinion to eliminate professional prejudice;Fourth,improve the responsibility of financial support,unified planning Fourth,improve the financial support responsibility,unified planning of special financial funds for medical care,broaden the fund-raising channels;Fifth,strengthen the supervision and management responsibility,the content of supervision is clear,improve the quality supervision system,scientific use of assessment results,and improve the assessment and incentive mechanism.
