Research On The System Of Community Governance Convention

The future of community development is inextricably bound to each person.The community,as the shelter of urban life,the life environment to realize the ideals and the place to protect family integrity,is strongly relied by the public in the emotions.In the 21st century,we are experiencing great social reform,the traditional,overstaffed and huge government has been gradually replaced by the small and responsive government,besides,the management of the society on the public affairs has gradually transferred from central level to local governance,which means that the public must undertake the responsibility of building the"home",namely in the later community development process,the public will participate in the whole process of the public policy formulation and implementation more actively and directly,and they will determine the future development direction of the community thus to realize the needed governance structure.As a means of community governance,community convention inherits the above idea.The paper,based on the field investigation and research on Hongmei Community of Jianggan District,adopts the method of case analysis to analyze the construction process of its community convention system from three perspectives such as generation mechanism,operation mechanism as well as supervision and incentive mechanism of the convention.Finally,get the conclusion the community convention system is co-built under the guidance and coordination of community residents committee,effective participation of community residents and external support from the government and other communities.Community convention takes problems as orientation,empowerment and participation as core,mutual benefit and win-win as impetus as well as joint discussion and governance as means,becomes an continuous and important part in the formulation,implementation and supervision process of public policy of the community through encouraging the residents to participate,share and govern,guiding and motivating the residents,thus to gradually form a community governance mode of bidirectional balance,negotiation and shared governance,as well as equality and mutual benefit.The paper puts forward that the community convention plays a positive promotion role in effectively solving the community problems,improving the community environment,alleviating the contradictions between the subjects,enhancing the government image,cultivating the participation awareness and building a harmonious and governance-shared community atmosphere,which has its reasonableness of existence and promotion value.
