Study On Participatory Community Governance In Qingdao

General Secretary Xi Jinping put forward in the report of the 19 th Congress “To build a social governance structure for common governance,sharing,and sharing.Strengthen the social governance system and improve the social governance system of party committee leadership,government responsibility,social coordination,public participation,and the rule of law.Social governance is socialized,rule of law,intelligence,and professionalism.” To develop the interests of the people,the Chinese government proposes the concept of a service government and emphasizes the“people-based,social-based,and rights-based.” Under this background,community participation has become a topic that cannot be ignored and is an important force for the development of society.This paper takes community governance as the starting point,analyzes domestic and international participatory community governance literature,and based on participatory governance theory,emphasizes the participation of multiple entities,studies the mechanism and construction of community participatory governance,and analyzes the structure of participatory governance.Institutional construction and capacity building,identifying the predicaments and causes of participatory community governance,using questionnaires and interviews as the investigation method to analyze the participation of community L governance in Qingdao.Take the L community in Qingdao as an example to study the problems and influencing factors of participating communities in participating communities,and give relevant suggestions from three levels of government,social organizations,and community residents.This paper focuses on the participation of multiple entities in the community,provides practical experiences for participating parties in the community,promotes the participation of participatory governance in the community,and builds a community environment with multiple participation,comfortable environment,complete service,convenient living,and harmonious and stable community residents.
