Facing Western performance government movement and the Chinese government ’schallenge in nineteen ninties, the government’s administrative reform entered a stage ofperformance management reform in order to pursue the public output maximization,public service and social response to the reinforcement optimization. The base ofgrass-roots civil servants in the team of civil servants in Pyramid, down is rooted in themasses, to support the decision-making operation, stable or not affects the firm degree ofthe entire Pyramid. At present, administrative efficiency is low, the lack of the spirit ofpublic service work, negative lazy, the high administrative costs and performanceproblems of China’s civil servants have become increasingly prominent, as the keyproblem of the human resource management of public sectors in china. Under thisbackground, introduced the performance and accountability of the system tools topromote, in the management of grass-roots civil servants in the implementation ofperformance, and establish accountability mechanisms, given the new " growth point " theadministrative accountability system, it is urgent and realistic to china.This study as a thinking starting point, using literature method, empirical analysismethod, comparative research method and system analysis method, the grass-roots civilservants as sample, based on affirming the civil service performance evaluation andadministrative accountability system in theory, function of common coupling, Y Countyin Fujian area as an example, the perspective of public governance mode based onanalysis of the implementation of the cause and effect of accountability of civil servantperformance at basic level in China, in-depth analysis of the practical difficulties facinggrass-root civil servants performance accountability.
