With the development of economic globalization and the advent of the information age,the fierce competition in the domestic market has brought difficulties to the world A air traffic control unit,performance appraisal has been playing an important role in human resource management.Nowadays,the rapid development of China's civil aviation industry,air traffic control is gradually becoming the support and protection of China's aviation development.The rapid development trend of the total civil air transport flight in China,ATC security task increased year by year,strengthen and change management mode is not only to meet the needs of ATC reform and development of the current air traffic control,but also ensure the cornerstone of civil aviation safety,performance management as a development oriented,strengthen performance management of the controller is an important starting point to promote safety and healthy development.This paper analyzes the current status of performance appraisal for the control unit controller,study the problems existing in the current controller in the performance appraisal,and then from the site,call communication controllers,situational awareness,quality control and so on several factors analysis,screening,sorting,summed up the controller performance evaluation index,combined with the actual needs of controller performance assessment need,and with A air traffic control unit carries out a case study,put forward some suggestions for improving the controller performance assessment system.The completion of this work will help to strengthen the performance evaluation of controllers in the current situation,and provide a scientific basis for the work evaluation of controllers.A air traffic control units serve as the air traffic management institutions,to ensure air traffic safety,improve safe operating standards,and ensure that flight safety has always been their goal unremitting pursuit.With the continuous progress of the construction of civil aviation safety management system,A control units have performance management work on the agenda,how to use modern performance evaluation theory,combined with the actual situation of units,to establish a scientific,comprehensive and effective performance appraisal methods of A control units become urgent need to solve the problem.On the basis of analyzing the problem,the comprehensive application of modern science and human resources management in the advanced performance evaluation theory and design method,according to the actual situation of A air traffic control unit of human resource management,research and establish the new performance appraisal method of the development of modern market economy.In the design process of the performance appraisal system,the use of strategic target management method to unit step by step analysis,implementation and the new evaluation system scheme,feedback problem inquiry examination results of the final examination results will take effective measures.
