In modern days, as the popularization and development of the computer and Internet technology, the electronic administration system based on Internet provides material basis and technical support for the scientification, standardization and institutionalization of civil servant performance evaluation. In recent years, some regions of China explored and tried to use information technology in civil servant performance evaluation, then established two patterns of the information evaluation system:one based on information tools and the other based on information system.Since 2007, J city in H province went through three stages: exploratory trial,constructive development and integrated optimization, then established its own Civil Servant Performance Evaluation System which depends on the information means and has achieved remarkable results in civil servant performance administration. The paper explained the basic situation and the operation mode of this system, summarized its positive meanings contains the enhancement of daily supervision of officials,the heightening of the effectiveness of performance evaluation, and the strengthening of the baton effect of performance evaluation. Meanwhile, the system itself steadily becomes optimization and improvement,its practicability enhanced a lot.Nevertheless this performance evaluation system still has some problems and shortcomings, which contains the unscientific settings of evaluation indicators, the unreasonable weight of evaluation subject, the unsound structure of monitoring, the insufficient of feedback and communication,and the insignificant of the evaluation's encouraging effect. At last, aimed at the five problems above, the paper proposed five methods to improve and optimize this system.
