The report stressed the government should effectively solve well with the people themost direct employment, health care, housing, rural residents, and promote the building of aharmonious society. However, with the development of China’s market economy, publicwindow service process and the results shown in question is very much, the public servicepersonnel often becomes the main object of public complaints. Investigate its reason, on theone hand, because of the lack of the subject, appraisal of public sector staff performanceappraisal assessment content, assessment methods, cause service mood is not high, badattitude, resulting in low efficiency of public service; on the other hand, the servicepersonnel group subjective consciousness of people public servant consciousness, and theyare lack of the concept of service-oriented government.Through the investigation to prove, science and rational performance appraisal systemcan improve the quality, service the public sector at the same time, the correspondingsupervisory mechanism should be set up, also can supervise and control the power of thepublic sector through the news media, the masses of the people, and better promote theconstruction of service-oriented government pace. From the relationship between thepeople and the government, between the government and the public have theprincipal-agent relationship of public resources, government is responsible for themanagement of the public. Have an impact on the establishment of service-orientedgovernment background, all subject to the evaluation of government performance object,object, result and application etc. Performance appraisal is mainly according to the public toaccept the performance evaluation of the subject and object respectively solve whoevaluation, evaluation of who question. In practice, to determine the main assessmentshould consider all aspects of the public quality, nongovernmental intermediary developeddegree. This paper focuses on the problem of the performance evaluation of governmentwindow units dealing directly with the masses of the civil service. From the point of viewof the value orientation, and combining with the advanced international experience andpractice, in theory from the government window units to provide services, assessmentsubject, assessment content, assessment methods and ways, the use of the assessmentresults from several aspects, perfect the index system of government performanceevaluation.
