Economic and information globalization has influent in Vietnamese society increasingly with the proceeding of Vietnam' s Reform and Opening-up and increasing connection with the global world,not only the impact of Vietnam' s society economic development,but also impact of Vietnamese politics cultural reform and guidance.Particularly,the economic and information globalization brings unprecedented challenges to the construction and development of Vietnamese Communist Party organization.At present,Vietnam has established relations with 1,000 foreign NGOs.At current stage,foreign NGOs(NGOs)have conducted more than 2,000 aid projects in Vietnam,the total amount of aids around US $ 300 million in the areas of medical care,education and training,economic society,environmental and natural resources.The Vietnamese party and state advocate effective and valuable help from governments and foreign NGOs when facing new challenges during ascending middle-income countries which no longer as the priority donors,world economic and domestic recovery become slowly.For more than 20 years,international NGOs have made a meaningful contribution to the cause of poverty alleviation and development in Vietnam,and helped Vietnam to solve the difficulties encountered by the socio-economy.Vietnam hopes that in the future,foreign non-governmental organizations will continue to work with Vietnam's relevant departments,industry,local and partner institutions to solve Vietnam's current difficulties and challenges,so that Vietnam can continue developing rapidly.In recent years,the number of activities carried out by NGOs in various provinces and cities in Vietnam has been increased.Many provinces and cities in Vietnam are exploring effective ways to manage such organizations.This paper is aimed at strengthening the exploration of foreign NGOs management at the practical level,analyzing the influence of foreign NGOs in Vietnam,and elaborating on the management model used by the Vietnamese government.This paper evaluates the situation of foreign NGOs in Hagiang province,analyzing the management organization and mode of foreign NGOs in Hagiang province and introduces the legal framework and management mode of foreign NGOs in Hagiang province.In the past period of time,HaGiang province has made positive achievements in the management of foreign NGOs,such as:improved the quality of management,inspection and supervision of foreign NGOs according to increasingly specific and complete national relevant laws and regulations.In addition to affirmative achievements,it shall be recognized that the management of foreign NGOs is a new area that inevitably leads to difficulties and weaknesses,mainly in the legal procedures,the implementation of institutions,the reception of assistance and the use of management,human resources Management and so on.In order to improve the management of foreign NGOs activities,Hagiang Province should pay attention and implement a series of countermeasures,such as:improving the management of foreign NGOs and coordination mechanisms to guide the implementation of the actual legal text in line with the Hagiang Province,attract foreign NGOs assistance,improve the quality of human resources,enhance the effectiveness of monitoring and inspection activities,and also enhance the the summary and evaluation of income of the activities.
