Study On Deepen The Reform Of Administrative Examination And Approval System In Dalian

Through thematic analysis of “the Reform of Management System”, Dalian City Committee and Government has introduced “on the deepening of the administrative system of views”and the programmes to implement the opinions in 2015,specified the reform mission and task breakdown, the programmes include seven aspects,such as speeding up the transformation of government functions and the institutional reform, deepen reform of administrative approval system, straighten out the relationship of the responsibilities between the municipal government and the city and county government,promote the innovation of opening up the pilot area management system, perfect the management system of grassroots, push the comprehensive administrative law enforcement work and improve the government management services, all departments worked in an orderly way.Dalian implements the deepening of administrative system reform seriously, around the main line of reform and innovation,and always keep the transformation of government functions as the core,with the reform of the administrative examination and approval system as a breakthrough, accelerate the construction of the rights and duties system,promote the administrative approval service,innovate the management system of Jin Pu new district,solve the problems of institutional mechanisms comprehensively. The meticulous organization and practically promotion straightened out the relationship between the government and the market, stimulated new vitality of the market,enhanced the new power of economic development, the reform turned out to be effective.However, there must be a progress of twists and turns in the development,there are still a lot of problems in the reform of the administrative examination and approval system in Dalian.This paper is based on the research of the problems and reasons of the reform of the administrative examination and approval system in Dalian, puts forward a series of countermeasures and suggestions according to the practice and demand of the reform in Dalian.It is the sincere hope that the paper would be valuable in the reform of the administrative examination and approval system in Dalian.
