Research On Community Grid Management From The Perspective Of Social Governance

Grid management is a kind of social governance model of revolution and innovation,and its essence is a kind of digital management mode,the main use of grid technology,divided into several grid units,the jurisdiction area for each grid refinement,dynamic and comprehensive management.Based on the background of social governance model innovation,the community grid management shows its advantages in keeping close contact with the masses,improving the efficiency of community management,promoting social harmony,and ensuring the people’s livelihood.But in practice,there is still a change of government function does not reach the designated position,community autonomy ability insufficiency,the personnel management problems,at the same time,the current social governance situation of grass-roots community grids management also proposed the new challenge,a comprehensive and objective understanding of the value of community grid management,scientific and standardized to the implementation of the community grid service management,completes the source,the fundamental,service grassroots community grid work,is helpful to further promote the reform of community governance,promote the construction of a service-oriented government,to increase social governance efficiency.Therefore,in this paper,starting from the perspective of social governance,to renshou county as the research object,using literature method,case analysis,investigation method and other research methods,through access to existing literature data and field survey to collect statistical data,combining the theory of participatory governance,limited government theory,new public service theory and the theory of holistic governance theory and other related to renshou county community grids management operation of the current situation,problems and reasons for further analysis and discussion,and from the perspective of management modernization,the current problems in community grids management thinking,in view of the problems put forward countermeasures and Suggestions,It provides some experience for enhancing the level of community governance,reengineering the grid management process,improving the efficiency of social governance,and provides reference for the long-term development of community grid management.The main conclusions of this study:(1)The community grid management in Renshou County has narrowed the distance with the masses to some extent,played an important role in troubleshooting hidden dangers,resolving conflicts,maintaining stability and so on,and strongly safeguarded the regional social security;At the same time,grid management integrates community resources and information,greatly improves work efficiency and reduces public costs.(2)In terms of social governance,the grid management of the community in Renshou County still has some problems,such as strong administrative color,weak linkage handling ability of grid social governance,prominent problems in the management mechanism of community grid personnel,lack of residents’ participation and lack of climate of multiple forces;Is the main cause of these problems: the government role and function change does not reach the designated position,community grids social governance platform lag,grid,lack of social governance safeguard mechanism,community residents lack the sense of belonging,social organizations to participate in community governance mechanism is imperfect and so on,of course it is influenced by the local economic development level,social environment and other factors.On this basis,from the perspective of innovative social governance,this paper puts forward countermeasures and suggestions for deepening community grid management :(1)To further transform the role of government by establishing the concept of service-oriented government and clarifying the boundary of power and responsibility of grass-roots government;(2)Build a smart grid by increasing the government’s capital investment and making full use of digital information technology to strengthen the construction of a modern platform for communication;(3)Forming a powerful grid social governance guarantee mechanism by providing funds to ensure the optimization of grid teams,providing organizational support to strengthen overall coordination and other measures;(4)Enhance residents’ sense of community belonging by strengthening residents’ sense of belonging and subjectivity and improving residents’ ability of autonomy;(5)Constantly improve the governance mechanism of pluralism and co-governance by improving the policy and institutional guarantee for cultivating social organizations,strengthening the cooperation between government and social organizations,and the joint participation of pluralism subjects.
