Nowadays, China's economy has entered a period of new normal. Steady growth,structural adjustment, benefits of people's livelihood and risk prevention are tough tasks. The logic of “understanding the new normal, adapting to the new normal, and leading the new normal”, adhering to pursue innovative, coordinated, green, open and shared development,resolving social contradictions, building a harmonious labor relations, maintaining a healthy scientific sustainable inclusive development of economy are the important subjects that the whole nation must face. China's Trade Unions is the voluntary mass organization of working class under the leadership of the Communist Party of China, the bridge and connection between the Party and the staff, the important social pillar of the state power, and the representative of the union members and workers' benefits. For a long time, the All-China Federation of Trade Unions and trade unions at all levels promoted their reform and construction, enhanced the role of trade union and vitality. However, facing the new situations and new tasks under the new normal, trade union organizations still have the problems of adaption, especially the limitation of organization leadership, the obscure of main function, the inadequate connection between the grassroots, the gap between the Party's demand and mass expectation. To solve these problems fundamentally, we must rely on reform.Under the background of national alliance reform, the reform of Panjin Trade Unions is extremely imminent. This thesis tries to boost the development of Panjin Trade Unions with the new method and angle, solves the new situation and problems that the new normal brought to trade unions. According to the current situation of service in Panjin Trade Unions,we should strengthen the construction from the grassroots, take occasions to develop staff working attitude, efficiency and method totally. The Trade Unions which is the organization serves the workers shouldn't let staff breed officer based ideas. Meanwhile, the service mechanism and method should adhere to the philosophy of people – oriented and convenience service, every grass-roots trade union organizations should coordinate the operation, follow the pace of the Party, serve the masses and promote the steady development in the new normal.The thesis which is based on reality, uses the methods of literature analysis,questionnaire data analysis, does survey of status and comprehensive analysis of Panjin Trade Unions. The analysis results shows that low operating efficiency, lack vitality from grass-roots, isolation from masses, weakness of main function are the 4 kinds of problems,which are analysed the reason in the thesis.The author thinks that the problems mainly due to the backward organizational structure, the complex personnel composition, resourceallocation imbalance, the weakness of connection function, the closed mode of activity, role conflict and fuzzy position. This thesis introduces the advanced from the Trade Unions in Japan, Germany and the United States, mentions beneficial exploration in terms of reform and development in Shanghai and Yiwu in China. In reference on the basis of the successful experience, combines the actual situation, designs the plans of reform and development which adapt to the economic development in the new normal in Panjin. It discusses the guarantee of achieving the plans, the feasibility of solution by the theoretical basis, policy basis and social basis. The thesis can promote long development of the service and provide the theoretical principle for mechanism reform in Panjin Trade Unions.
