A Study On Service Tnpe Of Trade Union Based On New Public Management Theories

At present,the social and economic change and the diversity of service requirements to the union management brought huge challenge,traditional trade union service under planned economy system can not keepupwith worker's ever growing needs for a better life,service-oriented trade union as a new trade union work mode which is compatible with the socialist market economy has emerged.Buildingservice-oriented trade unionis ainevitabledemand of essential attribute of trade union,but also is animportantdirectionandstrategicorientation of China'strade unionreforms made by Party Central Committee of Chinese Communist Party.Based on the convergence of China's trade union reform and western government's reform movement,the new public management theory is applicable and referential to building of service-oriented trade union in China.At present,the building of service-oriented trade union in China in the aspects of service thinking,service mode,service ability,service resources and service platform are greatly improved compared with the traditional trade union service,while problems are found by analyzing of building of service-oriented trade union in state-owned expressway corporation N.The problems are deeply rooted in the system and mechanism of the trade union itself,which restricts the high-quality development of building of service-oriented trade union,including trade union service isolated from the masses,low level of trade union management specialization,weak maintenance on trade union service,rigid operation mechanism of trade union service.In order toaddress above problems,the thesis conducts theoretical analysis by using 10 patterns of “government with entrepreneurial spirit”,“Five Strategies”,“customer-oriented “and other important theories from newpublicmanagementtheory for references;provides ideas to further improve building of service-oriented trade union by means of implementing “Five Projects”,which are political project,standard project,service project,innovation project and co-construction project,building of human-oriented trade union,learning-type trade union and intelligent trade union,consummating polices and regulations as well as providing rights protection.
