Study On The Construction Of Smart Community In Tongzhou District Of Nantong City

Due to the rapid development of information technology in the modern society,extension of the concept of “intelligence” has become a new trend sweeping the world.Smart community benefits from the continuous evolution,development,reform and change of the community,and also is the extension of “intelligence trend” at the end of social grassroots.Smart community is the hot field to promote the “intelligent city” and its construction has effectively urged the urban community governance and public service to transform to community value orientation,holistic governance and cooperative governance supply model.Combining the literature analysis method and field investigation method,the paper selects the case of smart community construction in Tongzhou District of Nantong as the research object.Through application of the new public service theory,urban community governance theory and network governance theory,the paper elaborates the current situation and highlight of smart community construction in Tongzhou District,analyzes the existing six problems and dives deep into their causes.The six problems are “neglect of the demands of government and residents”,“no top-level design”,“immature system”,“single function of the construction items”,“lack of marketability due to the government-oriented operation mode” and “lack of professional talents”.Specific to the above problems in the practical construction of smart community in Tongzhou District,the paper analyzes and borrows from experience of Bristol,Singapore,Beijing,Shanghai,Wuxi and other antecedently practical areas of smart community both at home and abroad,and proposes corresponding countermeasures such as “knowing the demands of various parties and based on demand”,“overall planning according to unified standard”,“classify and perfect the technical framework”,“enrich the construction content”,“implementation by step at different construction stages” and “establishing a long-term mechanism”.The paper advocates doing in-depth research and knowing the demands of government,neighborhood committee,enterprises and residents with their demands as a guide of the construction;extending and integrating the database of each department and section of the government vertically and horizontally by means of information technology;upgrading and perfecting the support platform and app software based on improvement of infrastructure.In the construction of smart community,the step-by-step strategy is adopted to gradually advance according to different possession of resources.In the pilot phase,a government-led mode can be adopted considering the infrastructure is weak.In the fluctuation phase,an enterprise-operated mode can be adopted because of the reduction of market access threshold.In the propulsion phase,the government and enterprise cooperation mode can be used for the survived enterprises have their own core competitiveness after the screening of perfect competition market.In the mature phase,both government and enterprises have identified their obligations in the construction of smart community with stable pattern and shall focus on its improvement rather than establishment.At this moment,the “3+X” mode can be adopted,in which the government,enterprises,citizens and third-party institutions can participate to build a platform covering intelligence planning,informatization management,personalized service,vertical and horizontal social interaction as well as other application elements,striving to establishing distinctive smart community in line with circumstances and achieving corporate profits,excellent management of government,public participation and social harmony.
