“Mongol-Oirat Great Code”,“Code of the Board of Colonial Affairs” and“Khalkha Code” have been hailed as the three historical legal documents of the prairie nomadic people.“Mongol-Oirat Great Code” contains rich historical and cultural contents,but Its academic research value has not been dig out well.This thesis consists of three parts: introduction,text and conclusion,and the text includes five parts.The first part introduces the political,economic and social environment faced by Mongol and Oirat at the internal and external level before the code was signed.The second part introduces the basic content of the “Great Code”,and since the original text of the “Great Code” has no sections and chapters and no items,on the basis of previous studies,the writer summarized the text as: the regulation of Mongol and Oirat tribal relations,military offensive and defensive,Lamaism(Gelugpa)'s being elected the ruling thought,animal husbandry and hunting,marriage,family and inheritance of property,the criminal punishment of livestock as fine,and the messenger and the post horse and other aspects;the third part analyzes the legal characteristics of the“Great Code”,such as national,grassland cultural,religious,and combined of all laws;the fourth part is on the legal origin of the “Great Code”,and expounds thatthe legal source of the Mongolian national famous “Great Code”is from the customs and habits accepted through common practice and observed by generations of ancient nomadic Mongolian nation,as well,inherits and develops the “Altay Code”,“White Birch Code” developed by Mongolian nation in 16 th or17th century;The fifth part compares of two Mongolian legal literature in different periods:“Great Code”and“Genghis Khan's Big Jasag”,and there are more difference between them instead of similarity.
