Research On The Integration Development Of Xinjiang And XPCC From The Perspective Of Synergy Theory

Xinjiang Production and Construction Corps(XPCC)is an important part of Xinjiang.The corps and the local government are separated in a certain degree.The long term existence of the XPCC is a major strategic measures for the Central Government to in the face of the new situation and it is an important way of good governance in Xinjiang.Dealing with the relationship of the XPCC and the Xinjiang Uygur Autonomous Region is an important issue about regional governance modernization of Xinjiang.The practice has proved that integrated development is a key channel of properly handling the relationship of the XPCC and the Xinjiang Uygur Autonomous Region(XUAR).This research take the basic research method of combining theory with practice to think about historical stages and actual dilemmas of integrated development and to explore how to promote the integration by the guidance of the synergy theory.Because the system of integration is consistent with requirement of the synergy theory,we could build a synergy mechanism to macroscopically study the integration development.Firstly,This part mainly combs and analyzes the historical stages and actual dilemmas of integrated development.Second,the integrated development has been considered as a system and a synergy mechanism has been built for the system of integration is consistent with requirement of the synergy theory.The paper suggest that the system of integration development is made up with subsystem of body,subsystem of exchange,subsystem of essential factor,subsystem of assessment and subsystem of barrier,characterizing by complexity,openness,dissipation,nonlinearity and integrity.Because those characteristics are consistent with requirement of the synergy theory.On this foundation,synergy mechanism has been build with formation mechanism,operating mechanism,control mechanism and restraint mechanism.Lastly,the paper presents suggests as enhancing the top-level design,promoting the synergetic development mode of towns and cities,developing the blend economy and exploring the collaborative social governance.We have a very large room for innovation.At the same time,This study is of great referential value for the Central Government and XUAR and XPCC to make a series of policies.
