The world situation has changed in the late 1960 s. For one thing, while the Vietnam War was dragging down the national strength of the US, the Soviet Union was competing with the US for world hegemony with a consistent growth in economics and the military as well as a great enhance in overseas expansion. In general, the Soviet Union gained the upper hand in the US-Soviet confrontation. For another, the Soviet Union was the greatest threat to the People's Republic of China due to the breakdown of the Sino-Soviet relations and the intensification of the border conflicts. As the result, China's demand for national security is increasing. Since the Soviet Union posed a common threat to both countries, P.R.China and the US have committed to achieve the normalization of diplomatic relations between both countries. Based on the researches of the diplomatic archives of the US, this thesis discusses the Sino-US relations in this period, and argues that the Soviet factor is the main external cause in the normalization of the Sino-US relations, with great efforts made by leaders of both countries.The dissertation is composed of four chapters, besides introduction and conclusion. Chapter one focuses on the historical culture background, expound the fact of Soviet Union make foreshadowing to Sino-America policy and strategy of relation in the back of being. Chapter two analyzes Soviet Union factors during Sino-America reconciliation from 1969 to 1976. On the one hand, the Soviet Union fight for the world hegemony against the United States, compressed America's strategic space; on the other hand, actively deepen relations with China's neighboring countries, poses a threat to the safety of Chinese. Chapter three analyzes Soviet Union factors during Sino-US diplomatic relations from 1977 to 1979. The strong global expansion of the Soviet Union, to make a serious setback to America's policy on the Soviet Union,so as to strengthen the common strategic interests of China and the United states, created opportunities to the improvement of Sino-US relations,so that the two countries accelerate the pace of diplomatic relations,Finally realize the normalization of relations between the two countries. The last chapter of this paper introduces the influence and enlightenment of the normalization of Sino-US relations. Through the above analysis experiences and lessons for China's foreign policy experiences and lessons learned have come to. National interests, comprehensive national strength, ideology, and international environment are must be considered for China's foreign policy.
