In 1953, after the Korean War, the relationship went relaxing between the communist block and the capitalist block, which dramatically improved the international environment China faced. The Sino-Soviet relationship went into a good developing period, and all kinds of cooperation were established in different fields. The communications between China and other socialist countries became closer. After the Bandung Conference in 1955, the relationship between China and other countries in Asia and Africa got great improvement. After the three major transformations, China went into socialist society, and its First Five Year Plan got amazing achievements with the help of the Soviet Union, and began the period of all-around socialist construction. The comprehensive national strength and international influence of China obviously improved. But at the same time, the international situation changed significantly. The thoroughly negative evaluation of Stalin in the 20th Soviet Party Congress shock the world, and turmoil happened in Portland and Hungary, then the unusual personnel changes occurred in the leadership of the Soviet Union. All of these emergencies evoked the mental confusion in different degrees, which also decreased the reputation of the Soviet Union in the socialist countries. In order to unite the socialist countries and strengthen the connection among all country parties in the Latter Intelligence Bureau Period, A conference of Party representatives was held in Moscow in the name of 40th anniversary ceremony of the October Revolution, thanks to the propose of Chinese Party and Mao Zedong and the support of the Soviet Union. The participants discussed the important topics of international communist movements to concrete minds.Chinese Party played an important role in the conference. The suggestion of "Hold a Conference to Solve Problems", claimed by Mao Zedong, was accepted, which led to the success of the conference. This is the second time for Mao Zedong to visit the Soviet Union, and besides the related commemorations of the 40th ceremony of the October Revolution, Mao Zedong mainly took part in the congress of socialist countries and sixty-four countries’communist party and worker’s party representatives, and negotiated with the Soviet Union about correcting the draft of Moscow Declaration, in which he had played a specific role. Mao Zedong’s second visit to the Soviet Union caused a significant influence. The negotiable and democratic atmosphere that Mao Zedong claimed increased the unity of socialist block; The improvement of Chinese Party’s position deepened the cooperation between China and the Soviet Union. However the Moscow Declaration is a compromise between China and the Soviet Union, and it left a hidden risk for the development of Sino-Soviet relations; the catching-up strategy which Mao Zedong put forward in the conference pushed the reckless thoughts of domestic socialist construction.
