The "Alliance" has different definitions in the academic world.The alliance agreement is different from those loose cooperation agreements.Its signing represents the commitment of two or more sovereign countries to jointly provide military assistance to each other.Once a military agreement containing a commitment of this nature is signed between sovereign states,the state is formally committed to fighting the common enemy with other countries.This shows that when one side of the alliance is attacked from outside the alliance,the other side of the alliance needs to send the army together with the attacked allies to counter the external forces that launched the attack.However,this was not the case for the Soviet-Vietnamese alliance in the Sino-Vietnamese border war in the late 1970 s.In 1975,in order to expand the influence of the Soviet Union and achieve its strategic intentions against the United States,the relationship between the Soviet Union and Eastern European countries and Vietnam became closer and closer after Vietnam successfully liberated its south.In November 1978,the two countries signed a "Friends and Cooperation Treaty" between the two countries,and the relationship between the Soviet Union and Vietnam was established.However,in 1979,although the Soviet Union took strategic considerations of the Asia-Pacific region during the self-defense counterattack,it also increased its economic and military assistance to Vietnam and promoted its socialist camp in order to ensure its position in Southeast Asia.Eastern European countries give aid to Vietnam.Although the Soviet Union gave certain support to Vietnam in the Sino-Vietnamese border war,its implementation of the alliance obligations was obviously insufficient.In the context of the tension between China and the Soviet Union at the time,the behavior of the Soviet Union appeared to be somewhat abnormal.Based on the analysis of the intervention of the SovietUnion during the Sino-Vietnamese war,this article explores the reasons why the Soviet Union failed to fully intervene in the Sino-Vietnamese border war from the perspective of China,the United States,the Soviet Union,Vietnam and ASEAN.The failure of the Soviet Union to intervene more deeply in the Sino-Vietnamese border war is the result of a combination of factors.Among them,China’s nuclear deterrence capability and the improvement of Sino-US relations are the main factors.The asymmetric alliance between the Soviet Union and Vietnam is an important influence.Factors,in addition to the internal difficulties of the Soviet Union,also affected the degree of support for Vietnam in the Sino-Vietnamese border war.
