Study On Problems And Solutions Of The Rural Democratic Election In B Town Of A County

In terms of political practice in China,community level self-governance is one of the forms of self-governance with Chinese characteristics.As an important part of community-level democracy,community level self-governance is the most extensive practice of Socialist democracy with Chinese characteristics.Community level self-governance covers democratic election,democratic decision-making,democratic management and democratic supervision.Democratic election has a profound effect on democratic decision-making,democratic management,democratic supervision and the whole of village governance.So,it constitutes the important foundation of grass-roots democracy building and village governance.The paper takes the rural democratic election in B town of A county as the object of study and political process theory as the theory support.Political process theory,the theory of rational economic people assumption,“grade structure” theory as well as theory of hierarchy need provide theroy reference for the study of rural elections.Methods employed include documentation analysis,case analysis and field survey.Based on the empirical analysis of rural democratic election,the paper reveals different kinds of problems in rural democratic elections.In terms of political sociology,the paper continues to analyse the factors that give rise to those problems in rural elections.Then,the paper tries to come up with some solutions and methods to solve those problems.Through the study,the paper may provide reference for development of democracy at the grass-roots level in rural areas and the political reform in China.So far,there are many problems in the rural democratic elections.Theses problems include direct or indirect interference from town governments,unhealthy competitions such as bribery,rural participation of alienation.Revelation of these problems constitutes the first step of the whole study of rural elections.Cause analysis of problems in rural elections is the key to solutions of them.This part analysee the reasons of problems in rural election in terms of institution,economy,culture and villagers.The paper reveals that ill-defined concepts,the lack of election law and procedure,economic factors,clanism and subject culture,peasant ideology etc.are the main causes of these election problems.From the angle of optimizing the operation process of democracy at the grassroots,we shoud comes up with some measures and solutions in areas such as legal institution,rural economy and culture,trying to solve these problems.To solve these problems,developing the legal system is premise,implementing democratic supervision is safeguard,developing rural economy is the key and cultivate democratic culture is the impetus.
