A Research On Farmers' Participation And Rural Land Expropriation Conflict Governance

The government-dominated land expropriation for construction in China excludes farmers from the process of expropriation and trigs series of land conflicts.For governing the conflicts,government takes a series action,including banning on forced demolitions,the improvement of compensation standards,the reform of land property rights and so on.But the governance effect is still not ideal and finally falls in trouble.Analyzing the root problem and innovating the way of farmers' participation have important theoretical and practical significance.This paper focuses on how to allow farmers to participate in the land expropriation process on the basis of combing other land conflicts,such as land system,laws and regulations and government actions.A comparative analysis of positive and negative cases illustrate the role of participation in conflict governance.We want to not only resolve the current conflicts,but also discuss how to govern the conflicts through farmers 'participation fundamentally from a long-term perspective.Starting from the pre-prevention,event-during resistance and afterward judicial remedies,the paper makes full use of farmers' participation to govern the conflicts by bringing farmers into all expropriation processes and making sure that they make a significant in the procedure.
