At present,income gap between China's urban and rural residents,and income gap among farmers became more widening.While many farmers are too poor to maintain basic life because of their educational level,family factors or social reform.On account of these reasons,the State Council implement Minimum Living Standard Security System in 2007,including city basic guarantee and rural basic guarantee.This article mainly deals with Rural Minimum Living Standard Security System.Since the implementation,the Minimum Living Standard Security System provided basic guarantee for most of the low or no income rural residents.While lacking unified standards,extensive publicity,supervision,equity,Minimum Living Standard Security System sometime can not be implement scientifically and reasonably.Only these problem are urgently solved,can Minimum Living Standard Security System guarantee extreme poverty groups' basic life.Taking Tongshan District of Xuzhou city as the research object,current situation of Rural Minimum Living Standard Security System in Tongshan District is studied through questionnaire survey,field visits,policy research methods,and problems and methods to solve the problems are reasoned based on Symbiosis Theory.Through deeply study of Rural Minimum Living Standard Security System,communicating with front-line staff who evaluate Minimum Living Standard Security list,visiting minimum living protection crowd,villager,rural village cadres,rural party members and villagers representatives,the original data is collected and the current situation is listed,which are the base of rational suggestion.
