Study On The Cultivation Of Grassroots Autonomy In Haizhou District Of Lianyungang City

Grass-roots mass self-government system is a democratic legal system with Chinese characteristics.Grass-roots mass self-government system has been developed constantly in practice and made enormous achievements since the founding of New China.Haizhou district,Lianyungang city promotes grassroots work constantly and has made outstanding achievements under the leadership of nation,province and the city.However,there are some problems during the process of advancing.This project,which has the important significance to the rational development of grass-roots mass autonomy in Haizhou district from now on,takes the cultivation of grass-roots mass self-government system of Haizhou district,Lianyungang city as the research object and focuses on discriminating from the practical point of view.The main research work of this paper is summarized as follows.Firstly,it studies the theory of grass-roots mass autonomy.It determines its concept,clarifies the research objects,interprets its connotation and characteristics,identifies the difference between the research object and other social management systems,summarizes its development and deepens the understanding of the research object.Accordingly,these define the theoretical core of the paper.Secondly,the paper studies the present situation of grass-roots mass autonomy in Haizhou district,Lianyungang city and summarizes its main method,achievements and practical innovation.Meanwhile,it points out problems of the process of promoting grass-roots mass autonomy in Haizhou district as well and explains the cause of problems from local people's Congress,the government and the party organization.Thirdly,on the basis of studying the theory of grass-roots mass autonomy,analysing the current situation of grass-roots mass autonomy in Haizhou district,Lianyungang city and discriminating problems and reasons,it puts forward some solutions,such as optimising the leadership of grass-roots party organizations,optimising the implementation and service of government organizations and improving the support role of NPC and NPC deputies.This paper provides operable suggestions to promote the rational development of grass-roots mass autonomy in Haizhou district,Lianyungang city.The paper uses literature research method and lays the foundation of research theory and data by consulting a lot of relevant information.It uses survey research method to conduct a field investigation on related towns,streets and communities in Haizhou district,Lianyungang city and obtain the first-hand information.The paper also uses empirical analysis and other methods to summarize the practical experience and current situation of governance of grass-roots mass autonomy in Haizhou district,Lianyungang city and discuss countermeasures of improving grass-roots mass autonomy.
