China's dependence on foreign oil has approached 60% by December 2014.oil resources has increasingly become a foundation of sustainable,stable and coordinated development of national economy.oil security has become an important part of economic safety system,social security system and ecological security system.Traditionally,oil security,which is defined as oil supply and price stability in narrow sense,is paid attention by academics and the country,and the area of petroleum safety supervision has achieved certain results.Petroleum safety supervision in broad sense,quality safety with the starting point of social property,with the focus point of use safety,and with the main content of production safety,clean transportation,environmental protection has not become legal,institutional and regulatory center.To protect the current demand and long-term demand for China's sustainable economic and social development and the basic requirement for participation in international competition,a sound legal system of petroleum safety supervision with the root of quality and safety supervision should be established,the safety of oil should be effectively ensured under the premise of both number and price safety.This paper consists of six parts: the first part is introduction,mainly describes the research background,research significance,research status at home and abroad,the paper innovation points;The second part systematically expounds the basic theory of petroleum security,interpret the basic connotation of generalized petroleum security with the focus point of social attribute of petroleum security.;The third part discusses the legal system of China's petroleum security supervision of historical evolution,current situation and made the evaluation.The fourth part use developed nation and area such as the United States,Japan,the European Union as example to make a reference of foreign advanced petroleum security supervision and legislation of petroleum;The fifth part,in view of the problems existing in the legal system of China oil security supervision,the author puts forward several corresponding measures to set up and perfect the basic principle,legal system,structure setting of petroleum safety supervision system on the basis of learn advanced experience of foreign countries;The sixth is divided into conclusions.
