Study On The Existing Problems And The Solutions Of Auxiliary Police System In Shenzhen Baoan

Auxiliary police force plays an important role in modern policing work.However,because of the lack of discussions on related theories and specific provisions of the law,moreover,the irregularity in recruitment of auxiliary polices,the ambiguity of responsibility and authority,the uncertainty in their future developments and outlets,the absence of financial support,the lack of supervisions from public security organs,taking the above situations into account,there are many problems derived from the development course of auxiliary police force.The problems are as follows,the quality of auxiliary polices aye uneven,in addition,the violations of the law and discipline by them often discredit public security organs' credibility and image.Therefore,this thesis plans to take auxiliary police team in Bao'an District,Shenzhen City as an example,then use the methods such as theoretical research,case analysis,questionnaires and interviews to analyze the current situations and problems of the auxiliary police system in this district,and give some advice on how to solve these problems.Firstly,this thesis analyzes the auxiliary police system in the following aspects,the background and significance of research,the formation and development,the operation system and defects,the existing problems and solutions.All of these state the summary of relevant research and research status of the paper.Besides,it also presents the history,development and status of auxiliary police in our country,especially the auxiliary police team in Bao'an District,which including the mode of the whole auxiliary police team,the main forms,the characteristics,the style of management,the effect of performance and so on.Secondly,this thesis finds out the difficulties and existing problems of the auxiliary police system,which including the relationship between Bao'an District Public Security Bureau and the security service company,the problems in process of purchasing the service of auxiliary police,the safeguard mechanism of auxiliary police's rights and interests,the regulatory issues about auxiliary police system,etc.During these analyses,the thesis references some experience from the Hong Kong Special Administrative Region.Thirdly,this thesis studies the perfect system of auxiliary police in some developed countries such as Britain and Singapore,which compared with difficulties and problems in auxiliary police team in Bao'an District,Shenzhen.Based on this,the thesis adopts other countries' advanced systems and practical experience,which suggests that it is useful to build a mature system of auxiliary police from the perspective of legislation and system,and especially to use the standard of the official police to build auxiliary police team.Finally,according to the difficulties and existing problems in the operation of auxiliary police system in Bao'an District,Shenzhen,this thesis puts forward practical measures to improve the management of the auxiliary police team,which advises to reference overseas advanced auxiliary police system scientifically,to improve the purchase links of the auxiliary police's service,to improve the quality of service by building professional assessment and supervision mechanism,to improve the standardization construction of auxiliary police system,to improve the policy of pension and rights protection about auxiliary police,to establish a long-term perfect incentive and promotion mechanism of auxiliary police,to improve the unscientific management model of auxiliary police,etc.
