The Path Selection Of The Reform Of The Household Registration System In China Is Based On The Comparison Of The Shanghai Modeland The Chongqing Model

Household Registration System(HRS)is one of the key administrative systems since the establishment of our country,and it has gained attention from the public for its involvement in their rights and freedom,such as medical treatment,welfare,education and etc.The aim for HRS was to control the population flow and restrain free migration.Although it had its merits for national management at the very beginning,HRS caused the inequality between urban and rural areas,with an increasingly severe restraint on rural population migrating to cities and towns.Household registration's unequal and additional welfares create an ever widening gap between living standards in urban and rural areas,and consequently it results in the current Dual Household Registration System(DHRS).Modernization and development of our times have found DHRS unfit for the management on household registration nowadays,and the reform of HRS calls for a total breakdown of the current situation where urban and rural areas are separated.Under such circumstance,central government promulgated relevant regulations,and provincial governments gradually began HRS reform.HRS reform is in its pilot phase.It will dispose of drawbacks that DHRS created and peel off additional interests to fulfill its true purpose of serving people and contributing to the society.Although the pilot program has encountered with difficulties in supervision and management,we have to recognize its nature of exploration.Along with such a trend of development,future household registration management will serve the public in a normative,reasonable and mature manner.Shanghai and Chongqing run respective HRS reform patterns – residence permit transition and urban and rural over planning – which have made significant achievements.They are two polarized patterns and distinctive in their own ways.This study is to compare the two obviously distinct reform patterns so as to analyze the achievements made and difficulties at the corner,and shed light on the possible paths for future HRS reform of big cities.This thesis is consisted of: 1.Introduction,2.Definition of Relevant concepts on HRS,3.Development and Influence of DHRS in Our Country,4.Comparison and Analysis of HRS reform pattern between Shanghai and Chongqing and 5.Choices on paths for HRS reform pattern.
